Accompanied by the wave of teacher training reform and the request for more excellent professional teachers, new theory and practice of teacher training called the School-based In-service Training (SIT) come into being. The goal is to improve the development of schools and train more excellent teachers, especially for the people who live in impoverished mountain regions. And it can be easily practiced by schools and teachers. The paper states the theory and strategies of improving teacher training in Xu Yong County. It's guided by the basic principles of in-service training and its author adopted such methodologies as questionnaire, interview, document-reference to conduct this research.The paper states the background, the current situation, the difficulties of the training in Xu Yong County. It says that it is possible and necessary to practise the theory of the In-Service training in Xu Yong. It also explains the basic teaching skills training; the current 4-step training programme as training, practicing, teaching and testing in Xu Yong, etc. It explores the difficulties of teachers training facing the teachers in Xu Yong. There are 5 main difficulties: (1) Principles and teachers neglect the importance and characteristics of school-based training; (2) No scientific training plans; (3) The present teaching programmes exercised by the trainees in Xu Yong are diametrically opposed to the teaching in classroom; (4) The methods of training are simple and deficient; (5) Lack of regular financial support.The paper suggests that officials and organizers should let every teacher realise the importance and characteristics of the training, make out their training plans and improve the training programmes and strategies.
