Since 1980s, many countries have initiated reform of basic education. They regarded the curriculum standards as the core of the reform as if by prior agreement. After that the international campaign of a series of reforms, such as teaching, evaluation, accountability, professional development of teachers and so on, was also formed according to the curriculum standards. As new issues in the areas of teachers' teaching evaluation practice, the traditional way of teaching evaluation has gradually turned to the "assessment for learning" new paradigm since 1990s. In addition, teachers'professional development as a research field, or as a practical demand, both have received wide attention and support. It has become a common sense to develop teachers'professionalism and seek teachers'growing in their profession.Therefore, under the guidance of developmental assessment theory, teachers' professional development theory and information processing theory, proceeding from three respects of the construction of teaching assessment literacy, practice, and reflection, the thesis probes deeply into the structure of teachers'teaching assessment literacy and the development path, which is based on the collecting teaching assessment literacy literature and consulting a large number of domestic and foreign documents. The composition of teachers'teaching assessment literacy is a complete system of teaching evaluation knowledge, teaching evaluation skills, teaching evaluation attitude. Teaching evaluation skill reflects in the collecting and capturing, handling and processing, analyzing and diagnosing, back feeding and expressing the teaching evaluation information. On this basis, we can use the image of the chart to build a structure of teaching assessment literacy model. People can use the model to guide the survey of primary and middle school teachers'teaching assessment literacy in Chengdu, Sichuan, and analyze and summarize issues found in the survey. Through practice and investigation, the thesis concludes with a path to promote the teachers' development of teaching assessment literacy, that is, improve teachers'teaching behavior and evaluation methods by addressing this problem from the government's responsibility, the school's mission and teachers'action.
