Study On Administrative Accountability System In Public Emergency

The construction of responsible government and the strength of governmental official responsibility are reform tendency of government administration in our country. From the"SARS"period in 2003, hundreds of ministerial-level officials that include two senior officials had been accountable for their work, to the coalmine water percolation accident in Wang Jia Lin of Shanxi province in 2010 the accountability procedure is implemented for the first time, administrative accountability is developed and perfected constantly in the process of dealing with public emergence, and the concept of administrative accountability is carried out comprehensively. The implementation of administrative accountability in public emergence has indicated governmental determination that carried on responsibility investigation to government officials and maintained public welfare, which has improved governmental image and enhanced governmental execution and credibility, which has indicated the huge transformation of Chinese government from the control administration to the service administration and interpreted the profound meaning that power for the people, sentiment for the people and benefit for the people from practical point of view.From entry point of public emergency, this article tries to study relevantly the construction of administrative accountability system in our country. Firstly it discusses the related concept and theoretical basis of administrative accountability system in public emergency, then demonstrates the necessity and practical significance of administrative accountability. Through the analysis on recently practical case of administrative accountability in public emergence, it reveals the obtained effect and developing trend, and then analyzes the exiting question and reason in details. The relative lag of accountability culture, the slag of accountability consciousness, the illegibility of accountability scope, the sole of accountability subject, the absence of foreign accountability subject, the irregularity of accountability reason, the low degree of accountability information disclosure, the lack of accountability procedure, the imperfection of legal system, which restrict development of administrative accountability system. Base on the above, combines with administrative accountability practice in our country, author expands research that how to improve administrative accountability system in public emergency from the establishment of accountability concept, the reinforcement of accountability culture, the perfect of accountability laws and regulations, the improvement of accountability system, the construction of advance of supporting system and so on, and then makes forward-looking prospect.
