The year 2010 is the 100th Anniversary of International Women's Day, and also the 50th anniversary of Shanghai Women's Federation. During the half past century of women's work, Shanghai Women's Federation focused on the central work of the Chinese Communist Party, uniting and agglomerating women from all works. It has created outstanding performances one after another and made prominent contributions to the revolutionary cause of new China, reform and opening up and modernization. In the new historical period, the women's federation organizations are confronted with the unprecedented challenges that the traditionally popular work method can't meet the need of some minorities in the society. The diversity needs of lots of women are contradictory with the limited resources of the Women's Federation. Forming volunteer teams and using their power to carry forward the works are the methods adopted commonly by Women's Federation of different levels.Women's Federation of all levels in Shanghai have formed the volunteer teams themselves, and some of them even have several teams. While the volunteers accomplished the work and gained many achievements many problems such as high turnover rate, non-profession, low enthusiasm also appeared. That how to encourage the volunteers and how to improve the serving willingness and ability need to solve immediately.In the studies of encouraging the volunteers of Women's Federation, YOUNG WOMEN PROFESSION IMPROVEMENT PLAN is a typical case. During the three-year running of the project, all the works only depend on the volunteers'power. The plan has been praised by high schools and recipients because of the unique and effective means.To the Women's Federation and organizations, we need to build a series of unique methods and to create a peculiar pattern for the woman volunteers. The paper applies Behavior Theory in psychology as basic assumptions. Then select the motivation of the volunteers through organization goal and constitution basing on "need—motivation—behavior—consequence". The volunteering encouragements are divided into two groups:security encouragement and promotional encouragement, then the paper will analyze the details of two different methods further. I want to improve the effectiveness of works and encourage the volunteers fully through constructing the encouragement pattern in volunteers of women's federation.
