Reflection On Problems And Countermeasures Of Administrative Accountability System In China

The Accountability System is a comprehensive multi-discipline which involves law, political science and management science, and the Administrative Accountability System is also an institutional mechanism of rich content. The production of the Administrative Accountability System is a breakthrough in the reform process of the Government, and it has become the new aspect of political system in China. Implementing the Administrative Accountability System is an important part of building a responsible government, and is an important means of achieving clean and efficient in government, additionally, it is the inevitable requirement of Democracy and Nomocracy. At present, the Administrative Accountability of China has become gradually from abnormal to normal, and regulatory documents of the Administrative Accountability System have been formulated in many places to strive to achieve the rationalized establishment of the Administrative Accountability by a standardized way. The systematic study of the Administrative Accountability System will help to build the administrative nomocracy, and to promote the government system reform to success. The construction of the Administrative Accountability System is an important measure in the process of China's government system reform, and is of great significance, but due to various reasons, the research on it in China is still in the preliminary stage, and there are still many unsolved problems.This author adheres to the principle of integrating theory with practice, and adopts inductive and deductive approach. Starting from the concept of the Administrative Accountability, this author analyzes the connotation, related concepts and theoretical basis of it, and conducts a systematic research theoretically, which make clearer the subject, the object, the objects, the procedures and results of the Administrative Accountability. Secondly, this paper also gives brief introductions of the Administrative Accountability in the United States and Hong Kong, and makes a conclusion of the useful suggestions, which widen the study range of the Administrative Accountability. Then, focusing on China's practice in the Administrative Accountability and the exist problems, this author makes a comprehensive analysis which points out many aspects that need to improve in practice. Finally, dealing with the problems of constructing and improving China's Administrative Accountability System, the author puts forward her own ideas and recommendations, including improving legislation, making clear duties and powers, strengthening supervision over power, enhancing allogeneic accountability, protecting the citizens'right to know, improving the performance management system of the government, and creating culture of accountability.
