Citizen's political participation is one of the main characteristics of democracy, and every country in the world has taken measures to achieve and expand citizen's political participation as a major target for the development of democracy. In the 21st century, China has proposed building rural construction and looked on "democratic management" as one characteristic of it. The "democratic management" is supplied by villager autonomy. To a certain extent, China is still a country based on ethics and relations. As a non-systemic factor, social capital directly impacts on the political participation of the villagers.To farmers, does the social capital have effects on political participation? To what extent? Which degree have these influences caused the farmer's political participation to change? And, how to overcome the adverse effects? In view of these questions, this research takes the sociology, the politics correlation theories and the method in accordance with Yanggu village Xianyou County of Fujian Province as an example, conducting the study on Yanggu villagers' political participation and an assessment of the current status of social capital in rural areas. Based on this, the paper discusses the relatedness between social capital and villagers politics participation. By comparison, we find that for the rural elites who have rich social capital, the politics participation is relatively positive, and the achievements are obvious. On the contrary, the ordinary villagers' political participation enthusiasm is somewhat low, even presenting the political indifferent phenomenon.Finally, this study proposes that we can arouse the enthusiasm of farmers' political participation by transforming traditional social capital and cultivating new type of social capital.
