Research On Social Assistance System Construction In City

After entering 1990's, with the dramatic transition of economic system and gradual deepening of enterprises reform, many economic and social contradictions occurs in urban areas of our country. When the Government and the various social organizations continue to focus their attention on the solution of rural poverty and attempt to eradicate poverty in rural areas, the number of urban poverty stricken population becomes bigger and bigger, and the proportion has gradually increased year by year. Accompanied by the dramatic transition of economic system, urban poverty problem occurs and becomes a prominent problem. From the lack of social network support for urban poor groups point, this paper proposed a new angle of understanding urban poverty, analyzed the reason for being poverty of the poor groups, and derived that social assistance is the most direct and effective measure of anti-poverty. Moreover, this paper analyzed the main succoring measures for the present urban poverty stricken population, presented the implementation effect of minimum living guarantee system for urban residents. However, minimum living guarantee system for urban residents has many shortcomings including rescue standards, relief ways and rescue procedures, hence, minimum living guarantee system can not meet the various demands of urban poor groups. Therefore, we must start with the most fundamental and important social relief system for the building of a social security system, to explore and establish a comprehensive social relief system. Minimum living guarantee system should be taken as the primary part in comprehensive social relief system, while medical assistance, education aid, housing assistance and other matching systems should also be taken as the secondary part. As an integrally social relief system, on one hand it should have the contents of taking different relief measures for different poverty reasons and different needs of the poverty population; on the other hand , it should be devoted to improve the performance of aid management and working mechanisms. Focusing on certain goals, this paper has studied many key issues on the design policy of city's social relief system including the basic principle, the theoretical basis, and system framework, and the measures proposed in this paper are operable.
