Study On The Problem And Solution Of Women's Federation To Take Part In The Constitution Of Public Policy

The women's federation was founded by the government. After more than 50 years development, it has became an authority organization for the women, and take part in all the constitutions of the policies related with the women. It has played an important role in the china woman's movement. But, with the development of the society, more and more non-government women organizations emerged, so, they challenged the position of the women's federation and push them to improve their work and capability. Then the women's federation can achieve more benefits for the women and influence the constitution of the public policies.In this thesis, at first, I summarized the society theories and administration theories; I proposed a view that the social organization should play an important role in promoting the public welfare and urging the society equality by the means of advocacy, self-rule and volunteer service. Meanwhile, I analyzed the reality of the current situation of China's society development, and also enumerated the features of our society which differs from the western.Secondly, I reviewed the history and the origination of the women's federation in china to indicate that the foundation and existence of the women's federation is determined by the china's political reality and political traditions, it also determined the special position and functions of the women's federation. Then, after my analysis of the structure and functions of the women's federation, I listed its specialties differing from the other women organizations: it is a bridge linking the china communist party, the government and the women. On the other side, it should keep its organization character and its social goal (to protect the women's rights); it should propel the gender equality. These characters bring the advantages for women's federation to participate the constitution of the public policies, but they also set some limitations for women's federation.Thirdly, I analyzed the current situation of women's federation participating in constitution of the public policies; I specially introduced the processes that the women's federation of Hunan province took part in the constitution of the law and the revision of to demonstrate the women federation's influence and effect. Furthermore, there are so many defects need to be improved such as inside framework, self-rule system, the competition from the other non-government women organization, the thinking transform in the revolution era and the deficit of the government's gender analysis .To solve these problems, in the last chapter of this thesis, I proposed a blueprint for the women's federation to participate the constitution of the public policies. I pointed out that there are 3 different models in different period to fulfill it: conversation model to make the women's requirements become the public topic, the game theory model to reduce the influence from other government departments, participation model to guarantee that the new policies will accord with the origin idea of the women's federation. At the same time, to improve the defects of the women's federation, I proposed 3 suggestions. 1: change the concept to enhance the Gender Mainstreaming Capacity among the officers; 2: increase the influence to give more opportunities for women to express their requirements; 3: relocate the position of the women's federation to reorganize the particular political resources...
