Now, our country is being the period of high speedy development and transform. The management ideal, organization structure, people equipment and the management concept of the original department of the Party and government already has not met the requirement of new times .It can walk out of difficult condition step by step and explore the new administrative concept and behavior way that suits to present political economy atmosphere only by reinforcing performance evaluation system and establishing assessment system. It can standard administrative behavior and purify competitive environment and enhance cadre's ability and raise department effect through establishing performance evaluation system. It is the requirement of public management department of the Party and government in new period.At the same time, the economic foundation is weak in our country, and its development is out of balance .The "foam" phenomenons arises such as overheating investment and inflation,then relatively limited administrative resource can not satisfy increasingly increased cost demand. It is the important channel of economizing administrative cost, raising government usefulness through developing performance evaluation system management and establishing performance evaluation system .Since the 16th sesson of our party , it has been demanded that we must establish performance evaluation system with scientific development sight and political achievements sight,so it can set up the right sight of political achievements in the cadres of different levels departments and offices. It can reach the strategic goal of the different levels department ,then our country can develop with continuity and harmony.Establishing performance evaluation system is not only the requirement of the political economy system revolution but also the outcome of the society development in present China. It has offered solid foundation for the development and the establishment of the government performance evaluation system with the political atmosphere of scientific democracy , the social environment that everybody can participates in ,the advanced and mature evaluating theory of western countries. This paper commented the feasibility and the necessariness of establishing performance evaluation system and explained the function and the basic concept of performance evaluation system. It introduced the mature theoretical and advanced model of performance evaluation in foreign research, and summarized the practice experience of performance evaluation in our country. It founded the theoretical and experience frame for paper. The author-YuLan has demonstrated the implement effect by amalyzing the problem of China national democratic construction association of Jinan in the article《Design of China national democratic construction association of JiNan performance evaluation system》.It has utilize balancing Scored Card (BSC) and Analytical Hierarchy Process (AHP).Eventually, the conclusion of this paper is: it is urgent matter establishing the scientific party's performance evaluation system. It is feasible and effective for China national democratic construction association of Jinan performance evaluation system. We must emphasize the combination of theory and practice , politicy and science ,quality and quantity,and we must perfect and utilize performance evaluation system.The research has utilized the method involving document information, consulting and talking about,contrasting and analyzing, investigation analysis and theoretical research.The innovation of this paper: It is continuous about the research of performance evaluation system, but it is blank about democratic Party performance evaluation system yet. It has built China national democratic construction association of Jinan performance evaluation system.It is endowed with the new intension and it set up the new relation through Balance Scored Card (BSC ) and Analytical Hierarchy Process (AHP) concept. It has established China national demociatic construction association of JiNan performance evaluation system with statistics principle analysis.This evaluation system has gotten relatively ideal result and has been thought as exclusive and practical evaluation system through exploring and replying the mature theory, communicating and reacting with specialist. This paper can offer operable opinion for the performance evaluation system of democratic party of our country , and provide helpful exploration and practice for performance evaluation in the future.
