Public human resources who are in charge of public power and public management are the most important resources for the public sectors to maintain and operate. Their quality greatly affects the administrative results of public affairs and the realization of public interests. Therefore, it is of unusual significance to improve the quality of the public human resources by training. Stones from other mountains can be made into jade. Overseas training is conducive to the introduction of foreign advanced theories of public administration and management experience, cultivation of public administrators with international perspective and strategic thinking, and promotion of our government management's scientific, the modernization and internationalization.The thesis tried to describe the development of public human resources'overseas training objectively, analyze the times background, practical functions and operational processes from a macroscopic viewpoint. In the process of analysis of the current situation, it established a specific, systematic analytical framework of public human resources'overseas training with theories and principles from management, political science, public administration, law and other subjects. Then, it discussed the key elements and courses in this framework; between the interaction of practical observation and theoretical thinking, the thesis strived to offer some practical suggestions with cutting-edge consciousness, so as to offer theoretical demonstration and support for public human resources'overseas training.The thesis consists of four parts. The first part described the meaning and features of public human resources'overseas training based on the definition and nature of public human resources. To make the entire paper more clear, it put forward an overall analytical framework for this issue; it analyzed the necessity of overseas training considering the globalization as background. The second part described the current situation of the development of public human resources'overseas training and summarized the major problems according to the analytical framework. The third part brought forward some improvement measures to settle the problems.
