The author tries to consummate the political forum of framework by the model of western civil society.In part one, based on the view of materialism between the structure of society and the structure of politics, the thesis discusses the connection between bureaucracy and the structure of society of the time which is civil society. In part two, the thesis discusses the puzzledom of bureaucracy in politics, economics and culture facing to the realistic relation between the country and the society. And then, it expatiates the course of renovation, pointing out the achievement and the localization. Lastly, the author insists on the angle of nicer development between the country and the society that it can be developed together in economy, politics, culture and multi-center father to search the resolution of renovation.We can find the way out of bureaucracy only when we temporize and manage well the relations between the country and the society and facilitate the progress both. The innovation should be processed through both two parts. That is the right direction we can endeavor.
