Research On The Community Democratic Construction In Cities Of Our Country

Since 1980s, in some big cities of China such as Shanghai, Dalian, Qingdao and so on community democractic construction was tested to practise, after that, it developed rapidly in the whole country just like the fire in the grassland. Some specialists and scholars have been studying on community democractic construction. As a kind of newly emerging thing, we need to come to a conclusion and study it in the theorectical aspect. On the basis of questionnaire and with the help of the method of studying actual evidence in some communities of Kaifeng city, community democractic construction in cities is explored in order to give some experience to our country`s community democractic construction.In the first part of this essay, first, the author states the main idea, the source, the basic elements of community and analyzes the differences between residents` committee and community, residents` committee and community residents` committee. And then community democracy is discussed. Community democracy is a kind of new primary management system, the core of which is the people participate in the social management and public welfare directly, the aim of which is the residents can be managed, educated, served and supervised by themselves.In the second part, from the angle of history the author thinks that community democractic construction is not only the base of building up democratic politics, the result of establishing marketing economy and transferring the function of our government, but also the need of constructing harmonious cities and harmonious communities.And then the author analysizes the present problems in community democractic construction which include the following main aspects: the sense of participating among the residents isn`t strong; residents` community isn`t a really autonomous organization; the rights and the responsibilities between the government and residents` committee are not clear; there exist some serious executive trends in the practical work which lead to this kind of situation, that is, the participating desire of the residents is not very strong; at present most of the workers in residents` communities who have not graduated from college affects their creative abilities; at the end of this part the author mentions that...
