Research On Hearing System Of China In The Context Of Governance

At the beginning of the twenty-first century, China is in the crucial period of transitional development, facing many unprecedented challenges and problems, so it is extremely anxious to further and reinforce reforms in many fields. Absolutely, the key point of these reforms is to go on deepening economic ones. Anyhow, many social problems can be solved not only depending on economic reforms, but more and more urgently needing reforms in political structure, in which it is quite important to reform the system of public policy appropriately.As a whole the system of public policy is one of the most important parts of political structure. In the past over 20 years within the course of reforming Chinese political structure, we took a series of actions to reform the system of public policy whose central aim was often located on making public policy democratic and scientific, and it has achieved some essential developments in which the introduction of the hearing system should be the most conspicuous reform measure.First of all, this article expounds the connotation and primary principles of governance and good governance. It points out that the essence of good governance is to return the national power to the society, and that the process of good governance is one to render the management to the people. For the modern governments, the key means of governance is public policy. With the further reforms in national systems, to transform the way to run a country, the first thing is to change the system of public policy which greatly influences people's life. In this sense, the hearing system which wholly adapts to the need of governance is a very important programming and security of systems.
