The thesis ,based its research on the practical implement work of performance check-up system of the civil servants in Fuling District in Chongqing, introduces in detail the regulations of the check-up content and standard, methods and procedure, use of the results and disposal of the relative questions in present check-up system of the civil servants in Fuling District, analyses the character of the check-up system of the civil servants in Fuling District and discourses upon the problems and the reasons of them and the influence factors in the performance check-up work of the civil servants in Fuling District. Then, based on above, combined with the latest development and trends of human resource administration and the performance check-up practice in government departments and the performance management in enterprises in the west, surrounding its validity and maneuverability, using the viewpoints of the theory of system, suiting the remedy to the case, it puts forwards really doable proposals from the whole understanding of the check-up orientation ,the careful preparation of the basic check-up work (improving the methods of the target management) ,the creative designing of check-up items, the proper assignment of check-up period, the proper enactment of the check-up aspects, the proper choice of check-up methods, the efficient organization of check-up interview and the creation of the check-up atmosphere on the performance check-up work of the civil servants in Fuling District.The thesis considers that the problems in the performance check-up work of the civil servants in Fuling District have an aspect of commonness and catholicity. The reasons of the problems are complex, including not only the objective reasons of the value conflict for various targets, the difficult position of performance assessment output in public departments and the puzzle by different reasons of performance forming, but also the subjective reasons of cognition and operation. The development of the civil servants is a continuous accumulating and creative procedure. The magic weapon to do the work well is to keep up check-up and try to make a harmony check-up atmosphere.Looking back on the exploration and practice of the performancecheck-up work of the civil servants in recent years, we can see that there is a very important reason why the government can't get benefits from the performance check-up work of the civil servants, that is, it doesn't put the performance check-up work of the civil servants in the whole performance check-up system of the government to consider, but considers the performance check-up work of the civil servants singly and neglects the relative links, the procedure relative to the establishment of performance check-up aims and also the efforts to improve performance.The thesis points out that the performance check-up work of civil servants is a project of system. Only with the continuous perfecting of market economy system and the continuous deeply reform of labour personnel system can its functions of direction, inspiration, education, and feedback in human resource management incarnate and take effect.
