A Study Of Public Spirit In The Model Of Good Governance

Good governance is a kind of mode of government administrations. It is one of the changes of administrative paradigm of government that results from the background in which the human society is changing deeply and one's personal independence space is extending continuously. And in this background the government has to satisfy citizens' various legal expectations. Therefore to realize good governance requests a series of administrative values and principles in accordance with good governance to support it. Public spirit is a concept that can explain and contain these values and principles. So the aim to study public spirit is to provide good governance with these values and principles so as to realize it smoothly. Beginning with the content and characteristics of the public spirit, the article analyzes the relations between good governance and public spirit, puts forward that public spirit is a basic principle and one of the bases of the legitimacy of good governance and elaborates necessity and importance of public spirit to realize good governance. Finally on the basis of analyzing the reasons of lack of public spirit in china's society, the article inquires into the means to mold modern public spirit so as to push China's public administrations to head into good governance.
