Performance measurement of government units is the key system for governing ability and operating efficiency. The researches and practices about performance measurement of government units have been launched all over the world. Since the mid-1980s there has been a transformation in the management of the public sectors in advanced countries. As a kind of practical tool to evaluate and improve government performance, performance measurement has been widely used in the practice of public administration. We've done some researches and practices in this field, and the results are inspired.In the article, we'll review the theories and practices of government performance measurement home and abroad, and take one case study on the government units of Hangzhou to do some researches and analyses. First of all, the basic methods of "Satisfactory or Unsatisfatory Units" judgement of Hangzhou Government have been introduced. Secondly, the article researches the effects and shortcomings of the judgement activities by the means of consulting literature, Bouckaert Model and interviewing analyses. We think the judgement activities have reformed the evaluating mechanism, renewed the government systems, improved the method of governing public activities and promoted the harmonious development between economy and society. However, there are some shortcomings in validity, legitimacy and functionality of its performance measurement system. The judgement activities solved some problems, people are still difficult to go through the tedious procedures. Finally, to improve the validity, legitimacy and functionality of the performance measurement system and solve the difficulty of going through the tedious procedures, some new ideas about performance measurement system have been put forward by thorough investigation and study.
