Presently, the social security system of our country especially construction of the basic old-age pension system are still launched around the state-owned enterprise reform. The state-owned enterprise is as a behavior body in the present social security system construction of our country, its behavior and responsibility become a field that can't be neglected in which social security analyses and research.Worker's basic old-age pension system of our country exposes a series of questions in the course of concrete implementation: the phenomenon of enterprises escapes and avoid insurance, the empty scale of account is increased, the passive compensation of the government finance owes a debt etc. These problems make the current regulations face the serious payment crisis because of shortage of the fund. It is rational enterprises and the government's realistic choice to seek the interests to the maximum extent in the current regulations and range permitted of law. So, the origin of the nonstandard phenomenon of enterprise's behavior does not rest with enterprise and government oneself at present, there are defects to and rest with the system.
