Based on duty-oriented theory, this paper makes a study of governmental employees'law-enforced duty system, fault accountability system of governmental employees included as one of its kernel systems. By analyzing issues of fault accountability of administrative employees does this thesis concludes how to construct fault accountability system of governmental employees with view to establishing accountable governments ruled by law , and ultimately realizing the grand aim of rule by law in China. The paper ,above all, discusses the definition of fault accountability system of governmental employees , and then its basic theory in order to pursue theoretical support of it. Furthermore, this paper analyzes why and how fault accountability system of governmental employees is established. Meanwhile, the author undertakes probing into the regulations about this system in main countries in the world, aiming at transplanting some good practical experiences into the establishment of our relevant system. Finally, the author first looks into the situation of fault accountability system of governmental employees in China ,and points out its defects and analyzes the reasons , and then brings forth the proposition on how to construct a scientific and effective fault accountability system of governmental employees in China.
