An Empirical Analysis And Establishment Of Index System Of Social Security Level In Guangdong Province

In recent years, more and more emphasis has been put on the social security by both the Chinese Government and the public. As a result, the policies concerned social security are gradually improved and investments on it have been increased year by year。However, the question of how to measure the output effect of these policies and investments and to what extent does people's livelihood situation have improved and whether the level of social security of Chinese citizens do have enhanced earnestly can only be answered by an Index System which gives a comprehensive measure of social security system. It lies in that a country's social security involves many aspects and the concept of social security level is a comprehensive one. No single index can precisely reflect an overall situation of the social security level, which is the reason why an Index System composed of a variety of variables is needed. In this way, a comparative analysis can be carried out both vertically and horizontally and the dynamic changes in social security level can be traced and its future trends can be predicted as well.This paper combines both the achievements and shortcomings of related research in theories and methods at home and abroad. By studying and evaluating the condition of social security, the author puts forward a series of feasible evaluation system on social security for Guangdong Province based on scientific theories and methods. Then, the author carries out an empirical analysis on current social security level by adopting SWOT analysis model, which measures the social security level objectively and comprehensively and reflects the specific actual situation in Guangdong Province. Afterwards, based on judgments and appraises made on the moderate condition of current social security, the author makes the moderate choice on Guangdong Province's social security level in order to determine an appropriate social security in harmony with the development of society and economy and promote mutually both the social security system and positive social and economic development in Guangdong Province.
