Hence, we need make a correct appraisal urgently for the determination and ration of the forest recreational resource value. According this, we can achieve its rational development and sustainable utilization, and exert its maximum integrative benefits.After comparing the existing evaluation method of environmental resource value, we drew a conclusion that at present the travel cost method and the contingent value method are the most representative and rational measures in forest recreational resource evaluation in the world and put forward some exploratory proposition to perfect them. We chose the forest recreational resource of Fragrant Hill Park as the study object and worked out the used value and non-used value of forest recreational resource by using the travel cost method and the contingent value method respectively after thinking about its own characteristic, regard environmental capacity as and restrain the factor from revising to appraising the result, calculate out visiting rest value of Fragrant Hill Park, and carry on comparative analysis of the appraisal results of the result of calculation and forefathers . At the same time, through the observation to the visitors, the discuss with the administrators and the analysis to questionnaire about their willing to pay, their partiality for all kinds of sight etc., we pointed out the existing question during the development of Fragrant Hill Park, and offered the suggestion for improving. The brief conclusion is as follows:1. After the observation and investigation in the past one year in the Fragrant Hill Park, we achieve that the value of its forest recreational resource is 1,362,053,617 Yuan by using the travel cost method and the contingent value method, which is several dozen times higher compared with several historical results. The evaluation improved visitor and the administrator's understanding of forest recreational resource value and even environmental resource value, and increased their knowledge of environmental protection knowledge and sense of duty.2. After calculating the of resource environmental bearing capacity, ecological environmental bearing capacity, development environmental capacity and the psychological capacity, we got a 10,029 person which represented the rational bearing capacity of the Fragrant Hill Park for one day, and the annual rational capacity is3,610,440 person. But the actual reception amount of the Fragrant Hill Park was about 3,605,000 people in 2004 which account for 99% of the capacity. That proved the park has already reached its margin and has not great potentiality. But total amount in a basic balance can not conceal the truth that distribution of the visor amount is obviously imbalanced. How can control the visitor amount in busy season through managing and guiding the visitors actively and increase the visitor amount in slack period is the problem that the park administrator should consider especially in the near future.3.
