The cities, as the backbone of our country, have played an important role in boosting economy. Urbanization and urban development are the important strategies of social and economic development and are stressed highly by the government. Nowadays, China is in the prophase of "Urban Society" and its rapid development stage is coming. However, with the accelerating of urbanization process, the urban problems arise, such as construction capital shortage, population inflation, land costliness, energy crisis, housing tension, traffic jam,environment deterioration, crime rampancy, wealth odds, etc.Urban management is the effective pass to solve these urban problems. It is helpful to perfect market economy system, to promote the transfer of government function, to strengthen urban function and to enhance urban competition ability. Urban management is the realistic choice to boost cities growing rapidly, healthily and orderly. While urban management performance evaluation is the foundation used to draw, adjust and optimize management strategies. Through it, urban government can find out the operating condition of urban system over-all, accurately, fast and simply, grasp its pulse and trend. And then take a series of management steps such as adjustment, control, optimization and improvement. According to the characters of Chinese cities, this thesis selected 12 big cities in the east of china to research their management performance not only on theory but also on practice. First, we created the evaluation index system based on urban management performance evaluation index design theory. Second, we applied one of the statistics methods - factor analysis to calculate and analyze all the data of 12 cities. We extracted 7 important factors and calculated their factor scores and the general scores of 12 cities. At last, we divided these cities into four classes by cluster analysis method.
