| This paper aims at a basic question about how to lead the second development of new & high- tech national industrial park. The paper is divided into five sections. -The first section outlines the key question about the second development of new & high-tech industrial park, including research situation, paper's sketch, innovation, method and etc. The second section introduces the definitions about new & high-tech industrial park and the second development of it, then give background and current situation related to this thesis. The third section analyses the new condition and point out the new & high-tech industrial park should offer the best condition to enterprises in it by nature.The most import part is the four sections. It points out how to carry the second development of new & high-tech industrial park, pay more attentions the enterprise in new & high-tech industrial park. The enterprise should grasp the chance when the center of the world-made transfer to China. The paper points out enterprises should carry out imitate innovation, dig deeply R&D resources and innovate independently. At the same time government, enterprises, universities, research institutes should collate for building Regional technology innovation system. The new & high-tech industrial park should try to apply technology -consolidated policy in industry. The enterprises should form technology cluster, then industry cluster, lastly compounded cluster.This paper also speaks we should line the development of new & high-industrial park with the development of city, even from scope of industry. The last one uses Chengdu new & high-tech industrial park as an example to prove the second development of new & high -tech industrial park.
