Even in the wealthy industrialized countries, language may become dilemma, especially when it is regarded as the reason of economic discrimination. So Belgium adopts federalism and strictly divides the administrative areas according to language and fixes it lawfully. So it is vital to show respect to the difference between the field of unique and common in terms of the constitution administration of multi-language.Federation is the common government which is established by different political entities based on particular aims and tasks, and its main leads is the development of symmetry model, which helps uniformize the "allowing-entrance rule" of federation. It is by the very rule that the self-rule desire of the local people and the sense of belongingness of the immigrant require the federation to admit the multi-racial group and authorize equal citizenship. While the federalism model, of which the U. S. A. is the prototype, means it is impossible for the state to seek equal citizenship for the multi-racial group. Plural federation cannot afford to cultivate the unity based on the same nationality, and the shortage of the sense of national belongingness does not help cultivate the stable political unity of federation, either.
