This thesis, from a research perspective of the related theories concerning civil society with nation and government, tries exploring into the paradigm shift of China's Pubic Administration. Through a brief introduction to the rise and growth of governance campaign, this paper asserts that the essence of Western government governance is a fundamental and all-round adjustment of the relationships between governments and civil society, between governments and market, whose purpose is a pursuit of the best governments. Next, opportunities and challenges in the face of globalization, with China's entry into WTO and the thorough transformation of social structure, as well as their influence upon China's pubic administration are shortly discussed, with a view to calling attention to the urgency of paradigm shift. Last, this paper, by explaining the devising and choice of basic systems of government, points out that China should develop a mature civil society for an effective administration of pubic affairs, arriving at a smooth transition form simple government to subject pluralism (both government and civilian) in pubic administration. In general, a most appropriate governing characteristic of China can most likely be accomplished through an active shift of government functions, of paradigms in pubic administration, of what and how government is supposed to be there (serving the people and the society through effective administration), along with an establishment of a healthy relationship between government and society.
