This paper includes some parts: the first part is description of background of china telecommunication, we can deeply understand the bitter competition among the China Mobile, China Unicom, China Netcom, and China Telecom; but the competition still stay relative low level, price is the main resource on competition; the most serious question is: where be customer, what is the customer's specially characteristic, when he/she shall become telecom user, how to get customer, etc; as telecom carrier, they often not k能own how to answer those question above, that led to the business, product location failure. Customer subdivide could find customer favorite, characteristic, with the aids of customer-subdivide, telecom carrier can establish the business flow, re-construct management flow, improve service quality, and enhance the core power of competition of telecom carrier.
