In 21st century, Chinese economy will play more and more part in the world. As a important part of economy, service industry, especially tourism, is in a gold developing time in which tour industry certainly will accelerate to develop and gradually turn into pillar industry. According to the prediction of the world tourism organization, China will be the most favorite tourism destination, the first inbound country and the forth outbound country in the world by 2020.In the face of this kind of extremely good development opportunity, more than 30 provinces have regarded tourist industry as pillar type industry and try the best to support its development. Corresponding, how to correctly work out regional tourism development strategy to adapt to constantly changeable inside and outside environment becomes important research subject. Making development strategy is a complicated and systematic work. Especially tourism, it involves a wide range of knowledge, great coverage, relation being strong, and need supplementary and support of many industry, in the mean time, it need powerful organization to plan and coordinate to ensure the validity, continuance, adaptation .the text explicitly analyzes various kinds of environmental factors which influence and restrain the development of tourism such as economy, culture, demand, resource etc, and in the base of it account how a area work out development strategy adapting to area condition in terms of existing superiority and weakness of development environment.The content of this text divides into five parts:The first part: the part carries on the description of generality to tourist industry, and deeply analyzes its main characteristic, depicting current development situation and existing question.The second part: the part analyze outer environment factors influencing the development of tourism one by one, including economy, culture, industry structure, quantity of demand, tendency of demand, competition condition etc, meantime explicitly point out its quality, relation with tourist developmentstrategy, analysis method.The third part: the part mainly point out the resource environment factors' important influence to tourism development as well as the method of appraise. Article firstly generalizes index system of environment factor appraise, and then explains how to utilize generally appraisal of experiencing and comprehensive quantitative assessment to evaluate resource exploit condition of area tourism. The forth part: the part is macroscopic part of developing strategy research which mainly emphasizes what guiding principle area tourism development strategy should use, including industry status, development pattern, industry policy, as well as how to plan goal system of development strategy.The fifth part: the part is microscopic part of development strategy research which indicates image's importance to tourism development and its quality by angle of marketing, and systematical states how to work out image strategy and image communicative strategy.
