In new century, it is an urgent need for Fujian which will make further efforts to put the strategy of opening to the outside world into practice, build up the capacity for development and promote the growth of economy to improve and optimize the investment environment in Fujian. Human resources is the first resource, and it is the most dynamic and important factor in the investment environment. The state of human resources affects the conditions of Fujian investment environment of human resources and to advance the quality of human resources for the optimization of Fujian investment environment and the sustainable development of economy and society. The problem of human resources was studied from the angle of optimizing investment environment in this article.First, analysis of general theory on the human resources development and investment environment optimization was made to emphasize the connotation and characteristics of human resources and to expound the meaning , content and requisition of human resources development. Then the author explained that human resources was an important factor in investment environment and emphasized the status of human resources development in the optimization of investment environment and the positive effect and current significance in optimizing Fujian investment environment.Second, the objective analysis on present situation of Fujian human resources development was made in this article. That is to say, methods of comparison analysis and systematic study, etc. were utilized to make deeply research on the question of Fujian human resources quantity ,structure, quality, market, mechanism, etc. Furthermore, based on realities, the author made analysis of crisscross comparison to seek the main problem and to made a deeply analysis about the reasons.Third, from the development of New Century and the strategy altitude of New Age, based on the globalization of economy and the market economies development in depth and breadth, the new challenge and requisition was proposed to Fujian human resources development in the age of knowledge economy, so as to definite the goal and demand of human resources development.Last, through the integration of theory with practice and considering the realities of human resources development in Fujian, the author had a definite object in view to state how to set up ideas, develop the province through science and education, improve and perfect the market, lay emphasis on cultivation, educate the teams, perfect mechanism, sound legality, and so on. Then some countermeasures on how to do well in human resources development and how to optimize Fujian investment environment were put forward to make further efforts to build up the capacity for development of Fujian and improve regionally competitive power.
