Abstract Modem cities have become appealing tourist destinations with their convenient transport, active economy, superior commercial and shopping environment ,advanc- ed science ,technology and information, good service, varied entertainment choices modem style and distinct local cultures. Cities are collecting and distribution center of resource-based destinations. Cities have played a dominant part in tourist development in China. Urban tourism investment environment consists of many favourable and unfavourable factors which can produce a great impact on the development of urban tourism during a certain period of time. They are location features, tourist resources, tourist conditions, political environment, economic environment and social environ- ment .They all exert a tremendous influence on the development of urban tourism. The main aim of urban tourism investment environment evaluation lies in the following two sides: First, it is an important part of the feasibility research of investors?investment on urban tourism. Second, it is the grouds for city government to find out its favourable and unfavourable terms, in order that the city can absorb more capital(fiinds) to bring about a great advance in urban tourism . Urban tourism investment environment evaluation cosists of qualitative evaluation and quantitative evaluation. According to the major problem lying in urban tourism investment environment in Wuhan city, mesures for future urban tourism development in Wuhan city are proposed. First, in order to optimize the environment of urban tourism, we must bring the function of the government and the market into full play. Second, we should design a unique, distinctive and fascination tourist image for Wuhan. It is the core of the optimization of urban tourism environment. Last, we should carry out the whole-product strategy in Wuhan where the single tourist resource hasn抰 a strong appeal to the tourists.
