From 1950s, when every government try the best to promote reasonable allocation of resource, the resource allocation between cites and regions has been one of their main destinations of national resource allocation. At present days, the continuing enlarging distance of economic development between east China and the middle and west China has done harm to the progress of the whole national economy and the harmonious development of the national economy. Experience from history and some developed nations shows that it must cautiously resolve the problems in the development of the regions in China, which will directly influence the step of China joining the world economic growth trend and then its prosperity and power. From this opinion, this paper gives a systematical analysis of the difference of economic development between the regions in China, then an index system to measure the difference, and at last some suggestion to concoct the regional development in China. The methodology of this paper is a joint of quantitative analysis and description. First it defines the scope of the research. Then from the analysis of the basic theories to find the important factors determining the difference of economic development between regions. followed by the test of their influence through econometric methods. And at last based on these subject research forms an index system to measure the difference. Some important concepts of regional economics relevant to the research is expounded at first, which then forms a basis for the following work: First, systematic analysis and arranging the basic economic theories relevant to regional economic development forms a theory frame for the paper. The frame system consists of three relevant fields: theories of regional structure抯 changing梩heories of division of labor I~{~Li~z~: between regions; rule of regional development in some nation棗unbalanced regional economic development; theories of economic development in a single region, which is mainly economic growth theories. A stressful analysis on the first two fields of the theory frame is given in this paper, because they had deeply influenced the regional development in China. And these theories are an important breakthrough of the research of the paper. Second is a series subject research based on the theory frame, which mainly involves research on regional open degree, development of urbanization that has contributed to the difference between regional economic development. Through these researches, occur the following conclusions: The first is that because of the balanced foreign trade the value of the index T11 (see the first division of chapter 4), namely a region抯 surplus抯 proportion in its GD? is too low, so T,1 has not influenced the regional economic growth little. And at the same time, because of the insufficient domestic demand and low marginal consumption trend, which can not form a forceful absorption to the supply, the introduced foreign capital has not taken its desired effect though it has enforced the investment. Additionally there exists the cost of introducing capital, which makes introducing capital a burden of the regions in China.
