After the Cold War, the effect of the Soft Power has always been rising in the international relations. The cultural industry is developing vigorously, so some countries regard cultural industry as their main industry of economy development. Other countries think of it as one of the most important methods to realize their foreign stratagem, and others consider it as the way of setting up the image of "superpower". In such situation, a lot of people believe that it is the 21 century that belongs to the culture. And the country who owns the elegant traditional culture will take up the favorable station in the international relations.S.Korea, the near neighbor of China, has the same culture background as China. There is a long history of association between China and S.Korea. However, S.Korea had cut out its relations with China during the Cold War due to the influence of Superpower and ideology. After the Cold War, the relations between the East and West was gradually icing out. So in such situation, China and S.Korea finally established the formal foreign relation in 1992. The relation of China and S.Korea developed rapidly, and gained great achievement in politics, economy, culture and military affairs. Culture has acted as an important factor in the course of the development of China and S.Korea's relations besides the requirement of economy and politics.
