Management of royal tombs is one of the most important political system in Qing dynasty. The organization of the royal tombs was very gigantic which included department of ceremony, department of project, department of finance, neiwufu etc., the Qing government regulated on how to choice the officer and official and their duties, management of trees around the tombs etc. The files read and signed by emperor Guangxu reflect that both queen mother Cixi and emperor Guangxu attached importance to the management of tombs. They guaranteed the outlay of the western royal tombs and eastern royal tombs. They ordered department of project and department of finance and Zhili province appropriated additional money to maintain, sacrifice, plant and protect trees. When the joint army of eight countries invaded China in 1900, the Qing government tried their best to maintain the management of the western royal tombs and eastern royal tombs.
