The late Qing' s diplomatic envoys in Europe, who earlier moved towards the world, turned to be proved as key roles in the course of the Chinese modernization, the study of which has been drawn wide attention from scholars home and abroad. But current studies, from the methods of studies, tend to lay stress on the case study of them, while overlooking the study of them as a whole; from the contents of the studies, they are wanting in a comparatively systematic and thorough delving into the relation between the late Qing' s diplomatic envoys and the modernization of Chinese navy. This essay looks the diplomatic envoys as a whole and attaches importance to discuss their views, activities and influences in the course of the modernization of Chinese envoy before the Jiawu Battle. In this essay, the author thinks that what the diplomatic envoys had done in the course of the modernization of Chinese navy, reflected the distinguishing features of their era, kept up with the trend of history, So they not only urged Chinese navy into the wide-spread and deep development, but also had latent effects on the modernization of late Qing' s economy and politics.
