| In contemporary society, chronic disease has become the leading cause of death in adults in nearly all countries. Currently, in China, deaths led by chronic diseases account for more than 75%, is one of the nine countries where incidence of chronic diseases is the worst.The 4th National Health Services Survey of China, in 2008, shown that the total number of patients with chronic diseases had reached 260 million, which increased by 6 million compared to the survey done in 2003. The figure of people suffering circulatory system diseases diagnosed clearly increased to 114 million in 2008 from 37 million in 1993, of which the number of patients with hypertension increased from 14 million to 73 million, cerebrovascular disease from 5 million to 13 million, diabetes from 2 million to 14 million. The World Health Organization (WHO) predicts that currently Chinese disability-adjusted life year losses have arrived at 70% caused by chronic diseases, and the direct medical fees will reach 5000 billion U.S. dollars from 2006 to 2015 due to chronic diseases. It is a great challenge for China to prevent and control chronic diseases because of the low level of health consciousness, irrational diet habits, and lack of exercises in the Chinese nation.China has consumed and overdraft lots of health resources in the past 30 years of rapid development of economy, as a result, health resources that are supposed to support China's sustainable development have almost depleted. Accordingly, health management of chronic diseases became extremely urgent for our demand. Researches and practices in chronic diseases health management in Japan are at the forefront of the world in this field. For this reason, it is useful to control more and more serious chronic diseases in China drawing on the experience of Japan's new health management model, and it could give a reference to China's medical sustainable developments. This system may improve Chinese residents'quality of health and life; help to reduce the rising cost of medical care, alleviating various medical contradictions brought by aging of population; help to promote the establishment and development of community clinics, small and medium hospitals, diverting current overcrowd in major hospitals; help to expand medical market, making the development of health industry more healthy and more harmonious.According to practical applications, this study researched a new health management model of chronic disease prevention and control in Japan mainly using documentary analysis, depth interview analysis and empirical survey method. It emphasized the latest reform dynamics and discussed the new system in all directions. Combining with the present situation of China, it analyzed necessity and feasibility for China to use this new system for reference and it also made some policy recommendations on how to do it. |
