As we known, the increasing chronic illness will be brought by the aging population, which brought new challenges to the allocation of the health resources. To provide information and policy basis for allocation of medical resources, from the angle of the changing age structure, we analyzed the allocation of medical resources, and analyzed the actual health care demanding and forecasted the future demand. Through forecasting the trend of population and structure in next 20 years Qingdao City, we quantitatively depicted the status of health services in Qingdao with cluster sampling survey methods. Then the medical demand in the next 20 years was measured with method of medical services demand.The results showed that the elderly population would double from 2010 to 2030, and the proportion of elderly population would reach 32%, about 277million, which brought new challenges to the allocation of medical resources in Qingdao. The change of the consumer demand and structure of health care were brought by population aging indirectly, and the huge medical needs of elderly population occurred in a short time. Research and analysis the medical needs of elderly population in Qingdao, and finding the measure to reduce the pressure of the allocation of medical resources brought by aging population were essential.
