Facing with the increasingly prominent issue of tension between doctors and patients, many hospitals choose to improve the existing process operation as a positive way. For the major hospitals in our country, defective hospital process is the bottleneck problem impeding the smooth operations of the routine hospital work. Because of the process's not smooth functioning, it causes the matter of difficult to see a doctor and slow to cure the disease becoming increasingly prominent. It directly leads to a relatively low patient satisfaction. On one hand, Medical staffs can't provide the effective and efficient health care services to the patients as the result of not smooth functioning. On the other hand, patients often have to waste a lot of time on the endless waiting. Enduring pain and tolerating long waiting directly caused the relationship between doctors and patients more and more intensively. Therefore, carrying out effectively BPR becomes an urgent thing.TOC is a management theory originated in the eighties to nineties decade. After 20 years of development, it has formed an effective application of model. The core idea of TOC is to grasp the core of the problem, the bottleneck in the management process. Around these problems to be solved to carry out the work of process reengineering, that is, grasping the root cause and source of the disease. It will be able to solve the flow of operations functioning from the nature of problems. At the same time, aiming at the new problems and new situations in the process, TOC theory also reflects the characteristics of dynamic continuity. It emphasizes the Continuity and continuous process operation to find bottlenecks that may drift from this link to the other link. It put an end to the process reengineering floating on the surface, we know it's an old problem.This paper is divided into five parts. The first part is the overview of the product liability. The second part describes the basic theory of TOC, including some basic concept and application methods. The third part is the basic description of BPR. It mainly describes how to classify the hospitals in our country and analyzes the problems in the existing process and elaborates necessity of BPR. The fourth part is the core of the paper. In this part, it presents the establishment, implantation and evaluation of the BPR system. In order to escape from the face of BPR, we try to use the technology of TOC----an effective and efficient management tools. The last part gives the conclusions of the paper and the prospect of the combining TOC and BPR in our country.
