Study Of The Way Of Convergence Of Medical Assistance And New Rural Cooperative Medical Scheme Of Chongqing

Based on the backwardness of rural economic development, there are a large amount of people in straitened circumstances. The co-existence of regional, hierarchical and policy health poverty in rural area is an objective reality, which caused the the vicious circle that the majority of the rural population can not get rid of "poverty due to illness" and "returning to poverty due to illness". In order to strengthen the coverage and performance of the new rural cooperative medical insurance system, improve the medical assistance benefit rates, reduce the balance of medical aid funds rate, promote the accessibility of health services and health status for the rural disadvantaged groups, and greater the elimination of health poverty in rural area, we use the literature research and field research methods to Yubei District, Jiulongpo District, Hechuan, the Civil Affairs Bureau, Finance Bureau, Health Bureau and the new rural cooperative office for the survey, with the new rural cooperative medical care system and medical assistance system way of convergence. According to health care realities of the sample areas, exploring the policy approach of combination of the two systems in order to greater the elimination of health poverty; exploring seamless convergence of the two systems in the system design, financial management, supervision, information management and other aspects, in order to play the use of the performance of two funds on equitable basis; analysing the reality of the interface between the two systems, in order to provide policy adivice, theoretical support for the integrated management and development of medical treatment and public health in rural area and new rural cooperative medical insurance, and striving for the further realization of "health in Chongqing". This paper briefly introduces the research background and content ,and then gives the literature review section, for medical assistance, the concept of new rural cooperative medical care, a brief introduction to and analysis of the new rural cooperative medical care system and the similarities and differences ,and Home and Abroad ; On this basis ,given the design of this part , including data sources, research purposes and methods; and then focus on the research results are analyzed, analysis of the new rural cooperative medical care system and the existence of Cohesion problem, and the results of the analysis given way to improve its convergence measures.
