To relieve people from health care worries, to meet people's demand of medical treatment, and to provide quality health protection, are great tasks of improving the health care system and safeguarding the livelihood, also important strategy and measures to confront economic globalization, fierce international competition, and to achieve sustainable economic and social development.The highly emphasized new medical reform has been passed respectively in the U.S. and in China. Although the two countries have different political, cultural, economic, social backgrounds, health care reform in the two countries are both aimed at equity and efficiency, are both the top-bottom reform which is progressively seeking the welfare for citizens, therefore, there are similarities between the two reform systems. The article is to study the differences and similarities of the reforming background and the content of the medical reforms between the USA and China. To find out the main problems existing when reform's being carried out and how the reform affects the major social groups, as six perspectives of the government, commercial health insurance, medical institutions, pharmaceutical industry,medical staff and college students with the market supply-demand theory, theory of public goods and market failure theory.The significance is to research features of the new U.S. medical reform and provide references for China's new health reform based on extensive literature review.
