The Study Of Management System Of Public Health Emergency In Xiangtan City

The event of public health emergency brings enormous impacts on human health, social stability and economic development when it occurs. Worldwidely, it becomes a great challenge for all governments on the management of public health emergency and the hazard control. Our country is currently exposed to the high occurences of public health crises. Public health emergencies caused by natural, social, and human factors are growing. It becomes a top priority for the Chinese government to put more efforts on researches of public health emergency management.The grim situation of public health emergency that human facing, and the connotative meaning, characteristics and hazards of public health emergency events were discussed in this thesis. The necessity and theoretical basis of establishing a sound public health emergency management system were also discussed, such as the resposible government theory, the public management theory, the civil rights theory and the public crisis management theory.This thesis focused on the study of current public health emergency response system in Xiangtan City, discussed the actual effects and experience of this system and its existing problems. The countermeasures for improving the system were proposed in this thesis, such as to improve the command system, information system and legal assurance system, to reinforce the financial support, the technique support and to provide more personnel training.
