A Study On Models Of Sustainable Development Of Military Hospitals

In April 2009,"The views on deepening the medical and health system reform"was promulgated by The Central Committee of the Communist Party of China and The State Council. The new medical reform not only brings development opportunities to the military hospital, but also presents a serious challenge to the military hospital. At present, the military hospitals are faced with the following difficulties which urgently need to be addressed: how to adapt the dual demands on the situation of China's medical reform and the military revolution with PLA's military characteristics; how to scientifically answer the questions, which include what kind of hospital is to be built, how to build it and for whom it is built, to provide better services for economic and social development, and for the health of people and the army. Therefore, for the sustainable development of military hospital, the proposed subject on the study of a sustainable development model in military hospitals is of great significance to solve realistic and historical issues generated during military hospital development.In this paper, the military hospitals are selected as the research object. Through integrating theory with practice, the author discussed the developing situation and characteristics of military hospitals, and subsequently pointed out the problems that the development of military hospitals are facing. To solve these problems, the author put forward the design ideas on the military hospital development model, a theoretical exploration aimed at the building of sustainable development model in military hospital.The author believes that there are three types of development modes in the military hospital: planning model, market model and comprehensive integration pattern. Planning model is prominent in public welfare objectives. However, in this model, there is financial pressure which results in inefficient hospital development. Market model highlights the leap-forward goals. However, due to the lack of public functions, this model can result in the difficulty and high cost of getting medical service. Basing on the fact that the military hospital has triple characteristics, i.e. the hygienic service guarantee, the main public products and the health care market entities, comprehensive and integrated approach focuses on the combination of government leading, market supplements and social intervention. This model not only emphasizes the synchronous realization of the public service goals and the leap-forward goals, adapting to today's world development trend of the hospital, but also takes into account the overall balance among the military efficiency, social benefits and economic benefits, which is in line with the current condition of our country and our military reality. Therefore, the comprehensive integration model has become the inevitable choice for the military hospital to realize the sustainable development. To this end, this paper presents the role played by the government's public functions in the macro level, and proposition on strengthening the strategy study of military hospital in the micro-level.
