A Study On The Compensation Package Of Pooling Funds For Outpatient Service Of The New Rural Cooperative Medical Care

In 2008, the State Council held a national work conference on the New rural cooperative medical to make policy-oriented, perfecting compensation package, using of funds rationally, giving priority to pooling funds for serious disease, at the same time, setting aside a reasonable part of the new rural cooperative medical fund for out-patient service to expand the coverage of benefiting area, improved the overall compensation package as the increasing of funding levels, provinces could implement one or two scheme. Later more and more places with pooling funds for outpatient service replaced family accounts. Under the premise of regulating behavior of medical service providers, co-farmers, new rural cooperative medical fund manager, compensation package of pooling funds for outpatient service is restricted for the usage of the fund, compensating farmers for out-patient medical care expenses. Benefiting surface, benefiting degree, capital utilization, per-capita compensation numbers of outpatient, outpatient service even expense and compensation for all out-patient that are criteria of evaluating compensation package of pooling funds for outpatient service,In this paper, the aim is to research the necessity and feasibility of the compensation package of pooling funds for outpatient service in Shaanxi Province, using data gathered from first-hand to evaluate the effect and factors of the compensation package of pooling funds for outpatient service of three counties, the result is improving the utilization rate of all funds, but the out-patient fund is not yet to increase obviously because of less designated medical institutions, increasing the use of medical institutions for co-farmers and controlling the rise of outpatient service even expense, but the out-patient service costs compensation is still inadequate. The paper also discussed how to fund payment for primary health services and how to manage the designated medical institutions, making policy recommendations on specific issues about the compensation package of pooling funds for outpatient service of the new rural cooperative medical care. With the completion of the compensation package, we constantly sum up the result and learn from foreign experience, it must be one of the China's new rural cooperative medical care compensation model in the future.
