Total health expenditure means the total sum of health care expenditures given by a country or region during a period of time (usually one year). It is the most important and crucial component in health resource, which can generally reflect the health undertaking development of a country or region.With the development of social economy in our country, people's standards of living are improved, demands for medical and health services are also increased, correspondingly, the costs for health service consumption are also increased. In addition, with the development of medical technology, new medical equipments, new drugs and new technology are put into use, which makes directly total health expenditures increased. All of these aggravate the economic burden of people, and cause the serious problem of medical services being unaffordable and inadequate. Although the health undertaking of our country has been made great progress, there are still some unreasonable phenomena in the growth of the total health expenditures. Therefore, we need to analyze the level, the structure and the trend of the total health expenditures urgently. Moreover, on the base of the study on the influencing factors, we should take some effective measures to promote it in harmony with national economic development, thus to promote the development of the whole health undertaking reasonably and effectively.This paper expresses and analyzes the relevant theories of health expenditures control, such as public goods theory, disease risk theory, the supply and demand of health theory, large numbers rule, health management, cybernetics.This paper uses Excel software to collate the relevant datas, and analyzes the rising trend in the status quo of our country's health expenditures from the level, the structure and the trend.This paper matrix-balancedly analyzes China's total health expenditures to study the current situation, selects per capita total health expenditure to evaluate the equity of the total health expenditure, does the principal component statistical analysis with the datas of relevant indicators. Researches show that, the main factors of impact on per capita health expenditure of our country are the total population, the per capita GDP, the ratio of government expenditure on health, health manpower, health facilities, living standards and so on.This paper introduces the example of Zhenjiang City, one of the medical innovation of pilot cities, analyzing health expenditures by sources of financing method and discussing its practice in health expenditure control in the last decade. The results show that the practice and experience of its health expenditure control mainly in three points:pay attention to the payment, strengthen the control of health expenditures; take the community health services into health care, improve the accessibility of medical services; carry out the policy of drug "zero slip", reduce the medical burden of the insured people.Total health expenditure controls vary from country to country. This paper chooses the typical countries-the United States, England and Indian to study their controls, as well as the references to our country.This paper puts forword some policies and suggestions under the guide of the overall goal of China's medical and health system. Including:increase the number of government health investment; promote the community health services; carry out the health management; improve the medical security system; seek multiple methods of payment and so on.
