Effects Of Community Health Service Function In Chongqing Of Factor Analysis And Countermeasures

Community Health Service is the base of realizing the goal of health care for all ,and a important part of establishing new urban health service system, and promoting the function of community health service can improve the overall health level of residents, alleviate the financial burden on patients and ease the difficulty of seeing a doctor. Since 1997, the year Chongqing become Municipality the current community health service system has been basically established, the majority has accessed to quality improvement stage, the achievement should be affirmed. Comparing national level, Chongqing is on the stage of the community health service. We analyse the situation, which focus on factors that impact community health services. Analysis the underlying reasons, put forward relevant proposals to the government and health administration to develop community health service development policies and regulations for reference.The results showed that presently major problems are: (1) Lack of government investment and policy support. Hardware outdated and medical personnel of the overall low quality.(2) Community health institutions as a single subject, uneven development among different regions.(3) Community health service itself is less attractive to residents with low utilization rate.(4) The realization of community health service function is not ideal. Community health service is still the basic medical services-oriented, and other functions are not realized. Except long-term history and tradition reasons, other reasons including. Leader and staff do not have an good idea of community health service. The medical staff has not yet changed the idea of "waiting for appointment" to that of " searching for potential appointment".Countermeasures: To strengthen the supervision, support and management of the government. To rationally use existing health resources and improve infrastructure. Focusing on improvement of soft environment of community health service institutions. To improve the comprehensive quality of doctors, strengthen doctor ethic education, and increase their salary. Also, the proportion of reimbursement in Medical insurance be increased, and we should explore reimbursement model for patients from other places. We should encourage Interns to finish part of their clinical practice in communities.
