ObjectiveTo describe and analyze the intervention activities of human resources management of township health centers in QinBa districts on the basis of relevant theories. To expatiate on the intervention processes such as function analysis and job description. To evaluate the effect of the intervention and reach the enlightenment significance of human resources management of township health centers.MethodsThis research mainly adopts document study and local investigation. The interrelated literatures are collected and read. The survey and interview are made with interest relevant groups and in order to comprehend their attitude toward the intervention of human resources management of township health centers. And qualitative and quantitative analyses are used to process the materials.Results1. Health management department and interrelated experts make decision to intervene in human resources management in township health centers on the basis of analyzing the management situation. Interventions are designed round clarifying the job descriptions of medical professionals, including demand evaluation about community health services, function analysis about organizations, job description about medical professionals, business plan about organizations and professionals, and technical support for township health centers at country levels. 2. The presidents'management abilities are improved and the ideas of modern management begin to be established in the township health centers on the basis of all kinds of training classes and training materials for the presidents of township health centers and the process of practice.3. The practices of human resources management are supervised by intervention activities. And a series of tools of human resources management such as job description patterns are produced. The level of management is improved. The job descriptions and the standards of distribution and check based on the job description keep persons and jobs fit. At the same time the positivity of study and work are enhanced. The evaluating of training's need and technical supports change the former training pattern to need-oriented training pattern. And the training effects are enhanced.4. The service abilities of township health centers are strengthened. The service level of medical professionals and the rate of services utilize and the evaluations from patients are enhanced. The investigation results show that incomes are raised after the intervention of human resources management in twenty township health centers. Average gross incomes and average operational incomes are raised respectively 20% and 46% in 2005 than which in 2004.5. In the process of intervention activities of human resources management, Some management activities are effective. Medical professionals are encouraged by means of participative management. Management capabilities of presidents of township health centers are strengthen by means of training. And trainings are carried out for medical professionals on the basis of need. Hereby, these management activities should be continued in pilot health centers and scaled up in other health centers.6. The intervention activities influence human resources efficiency by the means of methods reform of human resources management. During the pilot period, the health center staff have accepted the management ideas of intervention design, and mastered some specific human resources management instruments. Other intervention activities except technical assistance don't need large fund support. Hereby intervention activities could be continued in pilot health centers and scaled up in other health centers. Discussions and proposals: 1. To pay more attention to management and emphasize management of human resources in existence.The problem of human resources'lack and inefficient services embarrass the development of township health centers. The human resources of high quality wouldn't like to work in township health centers because for poor condition and inappropriate management system. The intervention activities pay more attention to human resources in existences. The human resources are brought into full play and health service abilities of township health centers are improved by the means of management.2. To enstrengthen human resources management with the job description-oriented management methods.The job description-oriented intervention activities lead human resources management methods to be reformed. The eyeless and experiential management methods are changed. The intervention activities establish job description based on needs assessment and function analysis. Compare medical professional actual ability with job responsibility to find the gap between medical professional and the job. Proper adjustments and the plans of medical professionals'exploitation are made based on the results. At the same time the medical professionals clarify their responsibility and task by means of job description so as to improve health service actions.3. To perfect related regulation to bring human resources into full play.Job description clarifies the responsibility, task, qualification and aim of the job. The analysis of objective data and subjective data can be made based on job description. And It helps human resources management becomes more normative and more scientific. A set of management system from recruit, distribution, and check to emolument management should be established based on job description.4. Superior support to create favorable circumstances for human resources management of township health centers.In the process of intervention of human resources management, the supports from superior departments are very important. Especially system design and technical support should be carried out effectively based on the supervision and support from superior departments. So superior departments should pay more attention to human resources management of township health centers and support their reforms by means of technique, system and investment.
