Human Resources of Health is all the categories of personnel who through out different vocational training of health , and possess the necessary professional knowledge and skills, and can provide health services to people. Human resources of health play a decisive role In health services even in the process of health development.In recent years, The inappropriate in the proportion of doctors and nurses, beds and nurses , the number of a relative shortage of nurses is a widespread problem in the allocation of human resources in various regions of China. The structure of the human resources is incompatible with the current level of development of medical technologies , it can not meet the people's increasing demand for health services and hindered the improvement of the quality of health care.With deepen of reform of the medical system; competition in medical market is more intense day by day. Actually, the competition of human resource is the competition between hospitals, and this demand the hospital manage,use and develop its human resource well.The main purpose of this study is to analyses the condition, the changes and the developing trends of human resource. The efficiency of the hospital is evaluated, and the factors affecting the efficiency are analyzed, accordingly, propose to improve efficiency. In order to achieve the above aims, this study used the following methods: 1. We acquaint development status of hygiene human resource and efficiency related to this paper at home and abroad. With this basis, the concrete researching idea and hypothesis is formed. 2. For subjective of the study, we collect related date in the personnel section of that hospital, and useful information form Zhengzhou Health Information Network; Zhengzhou Statistical Information Network and henan hygiene yearbooks. 3. The related date is analyzed with Single-indicator method; composite index method; TOPSIS and bed utilization efficiency index method.Through analysis , We found that there are following problems of the Chinese medicine hospital in the allocation of human resources and working efficiency: 1.The human resource in the hospital is increasing year by year, but there is still many problems. For example, imbalance of the proportion between medical and caring staff, between caring staff and bed; lack of nurse; shortage of primary and intermediate medical staff. 2. The efficiency is progressing year by year. By 80's, the efficiency index is very high already. But, there is still a great gap to the best one in the same industry.In order to enhance the efficiency of the hospital staff and enhance the competitiveness of the hospital, through comparative study to the Guangdong Provincial TCM Hospital, we propose the following suggestions:1. Improve the staffing system;2. Establish new employment mechanism to Health institutions;3. Speed up the training of academic leaders and change the irrational phenomenon In Title Structure;4. Builting a related remuneration mechanisms;5. Construction scientific and open performance appraisal system; 6. Establishing well internal incentive mechanism.
