Research On Reform And Development Of New Type Of Rural Cooperative Medical Care System In Ouhai District

Along with the gradual transformation of China's economic system from the planned economy to market economy, the traditional rural cooperative medical health system has gradually lost its foundation of existence. Then it begins with a series of reform and exploitation related to the rural cooperative medical health system. From the perspective of the effect and experience obtained in 4 years pilot work started from January, 2003,developing the new rural cooperative medical is in accordance with the general farmers' wish, and has an important effect on raising the farmers' health security level, lightening the farmers' medical burden, and solving the farmers' poverty problem due to the illness. The construction and perfection of new rural cooperative medical system is a significant act made by the Central Party Committee and the State Council under the new situation to solve the problem about agriculture countryside and peasants and to coordinate the economic and social development of city and countryside. It is an important carrier of rural medical health system construction and a basic project of constructing the socialist new countryside and harmonious society.New rural cooperative medical system fully demonstrated the historical transformation that the emphasis of social policy in china will gradually shift to rural areas. But there are many difficulties in implementing such a national beneficial new rural cooperative medical system and making it work smoothly. Ouhai district government as main urban area of Wenzhou city and it is a new rural cooperation medical system experimental district of Zhejian provincial. However, the reform of Ouhai new rural cooperation medical is not in the lead as that of market economy. This article brings forward that there are several problems existing in Ouhai new rural cooperation medical, such as financing, operation and compensation. Focusing on the problems and difficulties commonly existing in the new rural cooperation medical, by using swot theories, this paper deeply analyzes the new rural cooperation medical reform's advantage and disadvantage of internal environment, opportunity and threat of external environment etc. At last it puts forward the propositions on how to perfect new rural cooperative medical system of Ouhai.
