Research On The Government Role In The Fund Management Of The New Rural Cooperative Medical System

At the beginning of 2003,the Council General Office has retransmitted" Suggestions on establishing a new type of CMS in rural areas of China".It is the beginning of establishing new rural cooperatives medical system.In order to effectively implement the aim of "New Socialist Countryside",the State Council published "suggestions on promoting the building of a new socialist countryside by the CPC Central Committee and the State Council "at December 2005,which clear put forward developing the hygiene affairs in rural area:to promote the new rural cooperative medical system positively.From 2006,the central and local governmental financial have upgraded standards.Until 2008,the new rural cooperative medical system has become popular all round our country.Therefore, the new rural cooperative medical system has become a part of "construction of new socialist countryside".The key problem of the new rural cooperative medical system is the fund management,and it's the guarantee of all the system.The new rural cooperative medical system requires vigorous promotion and long-term support from our government.Therefore,we can discuss how to manage the fund of the new rural cooperative medical system from the perspective of the government role,and this discussion will have extremely important and practical significance.The thesis is devided into four chapters:The first chapter introduces the history of the rural cooperative medical system,and introduces the implication of the new rural cooperative medical system and it's fund management.The second chapter analyzes the necessity of the government role in the new rural cooperative medical system,and determines the governmental function orientation in the fund management.Chapterâ…¢mainly analyzes the deletion of government role from the fund management of the new rural cooperative medical system.In chapterâ…£,introduces fund management experience of farmers-medical insurance from Japan,Korea and Thailand.Then analyzes further perfection of the government role mechanism in the new rural cooperative medical system.The government whose responsibility is defined,as the main investor of the social security,should expands the fund raising channel positively and develop the feasible fund raising pattern under the socialist market economic system environment.Doing research on self-collection mechanism has significant meaning to explore measures of new rural cooperative medical system, strengthen the supervision and management of cooperative medical,and to promote a sustained and healthy cooperative medical system.
