Objective: To work out the assessment index system of preparedness and response capacity, and guide the construction of response capacity about public health emergency.Methods: The assessment index system of public health emergency was established basing on crisis management theory and literature review. The assessment indexes were chosen by using Delphi method and principal component analysis.The weight coefficient of indexes were obtained by combining weight method in the second expert consultation. The response capacity of sample-cities was classified by clustering analysis method in practice verification.Results: The assessment index system of preparedness and response capacity was worked out in the thesis. The system was composed of 4 first-class indexes, 16 second-class indexes, 56 third-class indexes and 59 fourth-class indexes. The indexes were chosen according to component cumulative proportion (>0.8) , eigenvalue (>1) through experts consultation and statistics analysis, the index system consisted of 4 first-class indexes, 10 second-class indexes , 47 third-class indexes which had significant contribution to the principal components. The former coordination coefficient among indexes was 0.0519, and the latter was 0.353. The Cronbach'sαcoefficients of four first-class indexes were more than 0.85, but 0.971 for the whole indexes system in content validity analysis. The variances of almost all public factors were more than 0.60, and the cumulative proportion of 4 principal components was 0.773 in construction validity analysis.The weight coefficient of "assessment foundation index" was 0.194, 0.312 for"preventing and prewarning capacity index", 0.305 for "timely response capacity index", and 0.189 for "management capacity behind crisis" in weight coefficient analysis.47 indexes in questionnaire were clustered by using cluster analysis, it was found that six cities were divided into three groups. The first group was composed of two cities which are in the south of Jiangsu province, the second group consisted of one city being in the middle, the third group consisted of three cities including one middle-city and two souththern cities. The synthetic scores of response capacity for six cities were classified, it was found that the classification was in according with classification of cluster analysis above.Conclusion: The assessment index system of preparedness and response capacity for public health emergency was established through theory analysis and statistics analysis. It was proved that the assessment index system had satisfactory classification, and could evaluate preparedness and response capacity of public health emergency in city on the whole.
