Research About The Government Regulation On Supply Of Medical Service In The City Level During The Transition Period In China

The reform of the Health-system is the focal point question which various countries'governments pay attention now.It is also a hot topic in the theory field. Especially, because in current the government is constructing the Health-system frame which adapts with the socialist market economy, that discusses the supplies of the medical service in the city in government regulation has the theory and the practical significance.In the context of social transformation, the Health-system is at a crossroad. In the future the urban service delivery should be government-oriented or market-oriented? The academics debate unceasingly regarding this. This paper mainly takes the government regulation theory as theory tool, analysis the main problems in the supply of medical services in the town , and the main reasons which lead to the probloms. In foreign typical mode of medical services on the basis of government regulation,this paper proposes that restructures our country city medical service supplies the government rules and regulations system's essential countermeasure.This article holds the following major issues in the supply of medical services in China's urban transition period: Excessive growth of medical expenses; The medical resources distribute unreasonable; raises the medicine by medical drugs the universal existence; as well as the medical insurance coverage fraction low status. The main reasons for these problems: on the one hand in the medical service market appears market malfunction; on the other hand our country government the responsibility vacancy which, the offside as well as the dislocation exists in the correction medical service market malfunction process. this is also the government malfunction. In view of the urban medical service market by the problems, in pushing forward the Health-system reform process,needs to strengthen the government responsibility, and the government regulation. According to the separation of the conduct of public affairs, office of separate, medicine separately, and profit and not-for-profit separate requirement,this article believed that,construction of the supply of medical services in the city government regulation,needs to reform the urban medicine politics management system;perfect medical service sort management system; reforms the public medical establishment compensation mechanism; optimizes the city medical service system; perfect urban medical service safeguard system and improve the supervision system of medical service supply.
