Analysis Of The New Rural Cooperation Medical Service System's Course

Five years have passed since the new rural cooperative medical service system began to work in the year 2003. In this period, both the academic circles and the government pay great attention to the new rural cooperative medical service system. After several years of experimental reforming and practice, the new rural cooperative medical service system has made some progress. Farmers in the experimental areas have already been benefited from the new system. At the same time, however, the system has inevitably confronted with some problems, such as the unpractical design of the new system, the absence of the government, the shortness of medical care service, and the farmers'poor understanding of the new system. All the problems have already restricted the new rural cooperative medical service system's benign development. In order to give some pertinent suggestions to the new rural cooperative medical service system, this article analyses the affecting factors of the farmers'enthusiasm to entering the new system, base on the research of the developed county Linshui in Sichuan province.The research mentality of this article: first, ascertaining the effecting factors of the new rural cooperative medical service system's course, and then analyzing the new system, the government, and the medical care system respectively, discovering the existing problems, and at last, make some suggestions to overcoming these problems.The thesis is composed by seven parts. The first part is a introduction to the background, objective and the research method of the article, and a literature summarization is included. The second part is a brief introduction to the new rural cooperative medical service system. In this part, I create a model. In the third part, I briefly introduce the situation of the new system in Linshui county. In the fourth part, I summarize the basic results of the investigation. In the fifth part, I analyze some typical cases discovered in the investigation. In the sixth part, I analyze the factors in the model and point out the existing problems according to the results of the investigation. In the last part, I give my suggestions on how to perfect the new rural cooperative medical service system.
