Research On The Development Of The New Rural Cooperative Medical System

The new rural cooperative medical system ,which mainly plans serious illness,is the farmers'mutual medical cooperative system with government's organization,guidance and support,farmers'voluntary participation, individual, collective and government multilateral finance. As an important aspect of the rural social security system, its establishment has a profound meaning on guaranteeing farmers'health, narrowing the gap between urban and rural areas, and building socialist harmonious society .However, along with the expension of trial movements, the new rural medical cooperative system has also been exposed various problems, which will affect the new rural cooperative medical system's sustainable development if not solved.On the basis of elaberating new rural cooperative medical system's great ignificance, the paper analyzes the oerational performance and existed problems of the new rural cooperative medical system.Combined with the empirical study on present situation of the new rural cooperative medical system in Jinxian County,Jiangxi Province ,the paper puts forward seven coutermeasures to develop the new rural cooperative medical system: 1. government guide and support strongly; 2. strengthen publicity; 3. improve the rural cooperative medical legislation; 4. raise the usage efficiency; 5. build personnel training mechanism; 6. perfect regulatory mechanism; 7. improve the rural medical assistance system.
